According to experts, the population of low-income is 58% of the total population. That is, they account for 92% and 88% of affected people killed by natural disasters.
In the period from 1975 to 2008 on Earth occurred on 23 major natural disaster, which killed 1.8 million people and economic losses estimated at 1.53 trillion. of dollars. And 46% of economic losses in Asia, 26% for America, 23% in Europe and 5% in Oceania and the African continent. It should be noted that the risks of natural disasters are increasing every year, as government programs, which should be directed to the reduction of natural hazards in the underdeveloped countries are not working properly or missing. Therefore, when the UN established the Office for the Coordination of Humanitarian Operations (OCHA), which has been collecting humanitarian aid to affected countries.
